I had 3 Africa symbols and I tried to do an Association action using the Breeding Program to bump it to 4 and claim the second slot but it would only allow me to select the third slot.

I clicked on the association. And, when selecting the Africa card, I couldn't click on the 2nd spot. This happened at move 566 where I didn't use "X" tokens and at move 631 where I did use "X" tokens.
