The game allowed us to place a 10th and 11th ocean tile (seemingly because there were placement spots available.) However, this is impossible to do IRL due to only 9 tiles being in the game, and therefore I'm guessing it's against the rules.
Additionally, when those ocean spots were filled with the extra oceans, I was unable to play cards which included an ocean placement. I believe those cards should be playable, with the place-an-ocean effect being skipped. -

In our game, 9 oceans already has been placed to mars, however the temperature 0 triggers an illegal 10th placement of ocean tile. The problem are 10th tile placement and produce resource under the tile.

@Lumin_S: When all spots are taken and a card says you should place a tile, you may not play that card. E.g., if all 4 Volcanoes are taken, you can’t play Lava Tube Settlement or Lava Flows. With cards that place tiles on ocean-reserved areas, though, there is never a problem as there are, indeed, only 9 ocean tiles so there will always be a spot for Mangrove, Mohole Area, and Protected Valley. This bug, though, makes placing these tiles potentially impossible, as you describe.

If a tile is placed by a card, you must be able to place the tile based on the requirements
outlined, or you cannot play the card. For example, you cannot play Research Outpost (play
next to no other tile) if there are no longer spots on the board that are free of surrounding tiles.
The only exception is a card that places an ocean tile when all oceans are gone – these cards can
still be played even if there are no oceans left
