Gearing limit should never be lower than any current players lowest tech level. ie. players limit is 10, however the player has NO tech he is able to spend at 10 because he/she is has levels where the minimum is 15+. Another option would be to have another category/option to buy 10cp in general. Call it Tech research. And always have it available. That way a player can always spend at least 10cp for tech.
