The rules state:
Attacking Tribes: You can attack tribes controlled by another player, even if you both are aligned with the same major power. The game's mechanics do not restrict such actions based on shared allegiance to a major power.
However the game is not letting me attack and select a tribe from a player I am allied with. They do not control any cards that would prevent me from attacking them. -

Not sure where I can see the turn number? In the log I just tried to take a turn at 11:30pm on Sunday Dec 3rd pacific time. My player name is Razcrux and I just went after Gilman.
