#112765: "Can't move on"

I played a Level 2 Terran Expedition ship action. I rolled 8 dice and I am told to keep 6. I keep 6 and the game tells me that I am unable to select the two humans since I can't put them on my board. So, I can't select the 6 dice, It won't let me select any other amount, I am unable to undo the action and I can't seem to even forfeit the turn.

I don't know what to do to move on. There are two others in the game, both assuming that I haven't taken an action yet. Can you help?
