Especially since knowing that nothing will happen is extremely tricky.
Or it's just a bug.
One player wasn't personally affected by the crisis card, but the remaining (board) effects still occur.
No bug here. It's a legal move to use Ecological Protection Service suboptimally. If we were in the business of enforcing optimal play, we'd automate out the player entirely and the game would play itself, which wouldn't be much fun for anyone.
Or at least one person will understand it. Can you imagine that you would use the effect for nothing on this case?
For me it's obvious and it's a no.
Now to come back to Online, I can see why it could be different.

I don't have an example in mind, but I suppose you could find some where doing something extremely bad (like doing an action which lead to you losing) would get an extra prompt from the game telling you should not do it.

"If we were in the business of enforcing optimal play, we'd automate out the player entirely and the game would play itself, which wouldn't be much fun for anyone." => You could automate things which are good most of the time. That would not make the game play itself since in many cases you should do something different. But that's not great I agree with you that enforcing optimal play would be overall detrimental.
But here it was not enforcing optimal play but not doing something which is no sense.
In summary, we allow you to make your own moves, both good and bad.
- Protection said 'once per turn, one player may ignore the effects of one crisis card if [...]'
- and Forest Fires said 'The player [...] removes 1 Tree and [...]'
And so when you decide that the player ignore the effects of that crisis, that player should not do anything anymore about the crisis.
But so, when the crisis ask that player to removes trees, he just can't, so no player is allowed to remove trees.
Again I can see why in code that would be different, but when I read carefully both card, that's not the interpretation I have.
As long as we're switching positions, let me present this narrative:
1) I tried reproducing this in a test game and it works exactly how you're suggesting it was.
2) In your game, I see that the card both "had no effect" and then, after no effect, it caused the trees to be removed or whatever...
3) ...which is a little confusing...
4) ...until I noticed that the effect worked perfectly, then you drew the SECOND Forest Fires crisis card and suffered its effect.
In summary, Ecological Protection Service is working perfectly fine, but it only works once per round. You drew two of the same card and cancelled the first. There's no bug here.
