The wikipedia page simply says "The most common version is that after a game, each player with cards remaining valued at one point each, and doubles if they have 10 or more cards, or triple is all 13 cards are intact and not played at all."
Therefore, the BGA rules should state that it is using this version.
Secondly, we should be able to change the penalty multiplier. The version I'm used to playing doubles with 8 or more cards, and triples with 10 or more cards. I find this version more fun to play, because it leads to players forming impromptu teams of people in the "safe zone" vs in the "danger zone".
