Lords card states "Build the most settlements in each sector. Each sector: 12 gold for the maximum number of settlements there; 6 gold for the next highest number."
In a two player game my opponent had ZERO settlements in a quadrant but got awarded 6 gold.
Surely you can't get 6 gold for doing nothing? They did not "build" any settlements in that sector, as per the card wording.
This is unfair since if a player uses settlements to get the highest number in other sectors, it's not fair that they get 6 gold for putting nothing in the remaining sector. -
