You might take 4 different types of actions, and then realize you should have done something different on your 3rd action type.

It takes you to the beginning of your turn, before placing the terrain as you could also reconsider it.
I'm aware that going back to the beginning can be annoying in some cases but the BGA framework just allows a single restore point. Implementing this functionality would be really costly. As a mitigation for this you can cancel your current action, but yes, if you notice in your 4th action that you prefer to change the 3rd one you'll have to start from scratch.
