To confirm this bug, I guess you need to check between 16:00 and 1:00 UTC or between 4:00 and 13:00 UTC. You can note the time remaining for the active player, then reload the page several minutes later to see if it has changed by the appropriate amount.
alioth9 is the active player with 53:56 remaining, and this is stable.
At the end of the game, the time is visible for each move in the "replay" section: the best would be to check here as we could have a global view. If the problem is visible here, please contact us. In the meantime I have to close this bug (not related to TTA anyway).
