This effect applied to the cards "sentient ink pot" and "perplexing omnibox," and behaved identically for this bug reporting.
A new constellation was added to (timstoppard)s tableau on Move #43, with an open spot for a (star) to be filled, and the persistent effect to immediately fill slots as they open is not triggering.
"If you have one of these cards in play, slots matching the
specified resource type are immediately filled from the bank when
they open. If there are matching open slots when the card is
played, they fill immediately" Page 14 of the rules.
The at time of placement effect functioned as expected.

Yes, I probably neglected to check those cards again when a player puts a new card into play. Turns out there are several situations in which the card will automatically trigger.
