therefore, I'm not sure going back to 1 card penalty will change anything.
And I think this should be configurable: clearly some players like the OP prefer to play with a 1-card penalty.
As for whether it is an advantage... Let's play a 1v1 and I'll show you ;-)
- 1st penalty: 3 cards;
- 2nd penalty: 2 cards;
- 3rd penalty: 1 card and a warning that this is the last possible penalty;
- 4th penalty: Defeat.

I won't add any other fancy rule.
Some players are using this rule to draw more cards in the beginning. They use it four times and draw 12 cards instead of 4. This tactic is breaking the game, because the more cards you have, the more you know where you can block the other player. And the limit of cards played per turn will not hinder this tactic.
The effect of this tactic is to drive away players who want to play and new players. Soon, these players will lose interest in the game because of the tactics of some.
