This is happening to me as well. Can't produce on the windfall and can't "pass" either. This produces the "Unable to process move" error. F5 and disconnecting does not resolve the issue.

Same in Race for the Galaxy n°11489146: Can't produce on Deserted Alien Outpost with the production power of Alien Rosetta Stone World.
F5 did't solved the problem.

Same for me, it happened twice (the first to my opponent, the second one to me) in this tables

I had same problem about a couple of hours ago in a puerto rico game on table #11488780 with a similar bug report here

And I saw that both the bugs have multiple players with this kind of bug verified into the last 3 days, so I suppose it's a global site issue

I was unable to produce on Asteroid Belt and also unable to pass: Pressing F5 did nothing. I gave up after the 6th refresh.

I had the same problem. I couldn't produce on a windfall world or pass. I'm using chrome 38.0. I tried refreshing, restarting chrome, logging in and out of BGA, restarting my computer, and logging in from my phone and nothing seemed to fix it.
Happened on tables: #11490201, 11489558, and 11490044.

Gave syntax error after trying to produce on Galactic Resort, even after 5x F5, would not allow me to pass.

There was some trouble with the database server today. Not the first time, but not in BGA code, so not easy to fix once for all.
Reboot got back things to running as usual. Penalties on affected games have been removed.
