Because either the combination doesn't do anything (e.g. Cannon - Wheel) or the ship was blocked by islands.
Please check the rules thoroughly before reporting, and when you still find something odd, then report it with enough detail (move number, screenshot, and etc.), not only 'the game doesn't work'.
