In a turn based game, the fact that the cards are cleared away before you pick your penalty card makes it look like you are starting a new round and the card you pick thinking it's a new round often isn't the one you'd want to pick as the penalty card.
This wouldn't be an issue in real time, but in turn based when you come back to an empty table and it is your turn it is too easy to click on a card to start a new round before realizing that you were supposed to be picking a penalty card first.
I've done this too many times, that I suspect it's an issue for others too, and also too easy to accidentally do. -
