It looks like progress is based on 500 Piaster target as I have 240 Piaster (P*2)/10 but this is distorted early in the game.
If people start at 200 piaster and need to get to 500 piaster, why not make the calculation (P-200)/500*100 of the leading player - with a minimum of 0% if the leader goes below 200P? -
