I was trying to place a mutant using outsource on dinogenics IOM, (after using the Misdirection manipulation card)

2. Moved opponents workers: 1 to goats from oitsource action space, and 1 from manipulation cards action pace to IOM/ place dinos action space (which was filled with scandal tokens due to event.
3. Moved my own worker to now free outsource action space, to use the place dinos action space without taking a scandal

Report history
I've updated the action space checks to properly account for full locations when moving to Outsource, and it works as expected now. Let me know if you see any other issues in this area.
