It looks like the highlighted squares don't change to take into account which dice you've already used. I rolled four cats, a meeple, and a joker, and it properly highlighted cat 3, cat 2, meeple 2, and meeple 1 (my other cats were already marked off). I clicked on cat 3 and cat 2, which should have used all the cats and the joker, but meeple 2 was still highlighted, so I clicked on that and was able to submit.
