I am IBER. I have not yet upgraded. At the start of my turn I had 1 worker at level four on the Carve space. I chose to use my faction ability to return it to my supply. This hibernated the worker. I drew a card as my placement bonus.
I am now being asked to "Place a worker on an Action Space"
Since I do not have a worker, I cannot do anything.
What, if anything, can be done. I cannot seem to be able to take any action. Apologies if I am missing something in the interface here. -

Report history
"Unfortunately, it's a "no" based on the rulebook "If and only if" language. Empty hive rule is ultimately supposed to be an "out" in case of trouble, more than something to manipulate"
So this means you do not benefit form the Empty Hive rule gaining a level 1 worker for free. So you're entire turn is skipped.
I will soon release a fix that let you skip placing a worker in this case.
