If a bug concerns a game, you must have detected it during a game. Even if the problem is encountered at the time of the creation of the game, even though no game number has been assigned, the game number is still necessary to determine the relevant version of the implementation.

When you make a suggestion to a game, no actual game is involved. So no need for a table number.
