I've played seventy-one games of Teotihuacan on BGA and have noticed that the technologies that cost two gold never appear on the top row (and, vice versa, the one-gold technologies never appear on the bottom row).
The instructions state that six of the nine technologies should be randomly selected and then placed in ascending numerical order. This means that all four of the one-gold technologies could be used in a game and thus one of them (#07) would be placed on the bottom row. Also, all five of the two-gold technologies could be used and thus two of them (#09 and #11) would be placed on the top row.
Perhaps a bug in the code is causing the problem. Could you please allow the one-gold technologies to be placed in the bottom row and the two-gold technologies to be placed in the top row? It appears to be as the report describes.
The code first chooses one of the 1-gold tiles to exclude, and places the remaining ones in row 1.
Then it chooses two of the 2-gold tiles to exclude, and places the remaining ones in row 2.
Instead it should do something like the following:
* Select 6 tiles, and sort them.
* Place the first 3 tiles in row 1.
* Place the last 3 tiles in row 2.
