instead, when i selected to use 2 yen to pay for the 4th technology, no matter what i selected after that, the game told me I did not have enough yen to purchase the technology (even though I had the gears to acquire it without paying additional). -

No; I had to undo my turn and switch to using imports to pay for the 4th technology (instead of the 2 yen I had)
