Even if such a possibility is unlikely, the implementation should not block the game until a player does an impossible action. It therefore must check, whenever a player has to place a tile on a given terrain, that there is at least one hex free of that terrain. If this is not the case, the action is cancelled or terminated if it is the mandatory action.
Even if there are 3 hexes of the played terrain at the beginning of the player's turn, the use of location tiles can make that there are no more such hexes at the time of playing the mandatory action.
So, the problem cannot be solved by the drawing of a new terrain card, even if this rule exists (I don’t know where to find it).
At the same time, I also found the relevant rule point, which I had quoted in this other report (I forgot about). So my previous comment is not appropriate.
I have the desert terrain card and only through using a location tile can I move an existing building to place 1 of 3 mandatory tiles. Otherwise I cannot complete a move, am I reading this correctly the game should have dealt me a new terrain card or is the interface incorrect by not completing my turn after my one allowable move?
