Report history
After head-to-head there should be a penalty to losses that were timeout rather than completed. Whoever has less timeout loss wins breaker.
Final breaker should be score difference, as currently implemented, but have any players that lost on timeout highly penalized because it could be considered as "cheating" to optimize the score difference by losing by only 1 instead of by 20 for example.

3. Tie-breaker 2: Average ELO of opponents
A lot of threads suggest a final tie-breaker of "age of account" exists, and, yeah, I suppose there has to be _something_ when it's "top 4 advance" as in boardgamearena.com/tournament?id=513620
I did the math on my current in progress step of that tournament (boardgamearena.com/tournament?id=520423#stage_display), though, and it does not as of right now (step 2 is complete, step 3 is partially complete) follow the algorithm above. The players tied at 2 points and 1 point, as of right now, are not ordered in the ranks by their Buchholz tie-breaker score. I have not checked average ELO to see if that is actually applied first, which would be an odd choice.
I suppose it is possible that tie-breakers are only recalculated at the end of a step, at the matchmaking stage, and the order of players will be updated.
It would be nice if BGG would just publish somewhere what the procedure is. I don't care what they do, but just... write it down... to put an end to all the speculating? Include the tie-breaker points in the stats table with a breakdown of where they came from, or something. Oh, well.
