By default, when you have workers to activate, all the free workers are presented as active, and you have to select (click) the paid ones. I thought this was a little confusing, and twice I wanted to activate all workers and I ended up deactivating, by mistake, the free ones already activated.
I suggest that all possible workers start unactivated by default - so there's no chance of this kind of mistake.
Some of the other players I played with did the same mistake, and we agree it would be better if the default is the same for free or paid workers. -

Report history
If you have workers that are free to activate and they're not selected, you should get a confirmation dialog warning you about that when you click "confirm". Has this not been showing up?
Anyway, all selected or all deselected works the same for me - the problem that leads to confusion, in our case, is some selected and some not.
