Built my QIC Academy, and when asked to select a tech tile, chose the advanced tech at the top of Economy (I was at level 4 - this can be viewed at move#108).

After I confirmed the tech tile, the game asked me to choose a research track to go up on. When I tried to select Economy, I received an error message that it was an incorrect tech tile to cover. My tech tiles weren't selectable at any point to choose one for covering, and the game never asked me to pick one.
