This happened a few times. They would come and go,but they were always the same ones.

I've just gone through the entire replay of your game in both Chrome and Firefox, and don't see this issue at all. I was watching closely, but at no point of the game did I see duplicate buildings - either where shown on your screenshot or anywhere else.

I realise the game was nearly a week ago so this probably isn't something you can remember, but if you can I would be grateful: what do you mean by "they would come and go"? Was this in response to refresh (F5), or would they just "randomly" appear and disappear at various points in the game. If so, can you remember at what points they appeared - eg was it always during one of your own actions, or another player's action?

No worries if you can't - I'll leave this open even if I'm unable to get anywhere, so that others can report the issue too if they see it. But right now I'm drawing a blank, having never seen anything like this in many many games.

Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
