Currently, regardless of the card location it always will allow you to swap it with just cards in the colony row (regardless of whether the card is in the deployed or colony row).

When taking the cube off, it only allowed me the option to swap with only the colony (blue) cards regardless of where the card was located.

I reset my turn after moving it to a deployed position and trying to use it so you won't see it deployed during the game.
