Everytime I tried to play a card that says "do A or B or lose X Vpoints to do both" choosing the option of losing 2 points, I can never choose to lose the points to make both actions. Or two actions out of three. I just let's you to choose one action.

It gives you the choice between the two or three actions, and once you have perfomed, the card is automatically discarded.
