During each round, each player will do one or more of the below steps in their turn before passing the turn to the next player. When all players have had their turn the round ends and moves on to the next.
1) Rise a civ (only option during round 1) or Annex a civ
2) Take actions (note actions is plural) or Rest
3) Resolve Actions (note actions is plural)
This game is set up where I played a worker to a spot, blocking my opponent. This is not the way the game is played. If it were to be added as a variant it would need to be marked as such (and in a 3-4 player game I don't think it would hold up very well) -
