Given that this is a game where it's possible to play out all your tokens from your bag by accident and leave both players with no moves, there should probably be game logic to notice this and attempt some kind of tiebreaker. Us two learning the game got into such a situation where we both accidentally were left with nothing but the Royal Coin in the bag, and the game just lets us both pass back and forth forever. One side has significantly more locations claimed, so it would make sense to give that side the win?

I ended up quitting the game and taking the penalty, not that it really bothers me but it might other people.
