Detailed description

I filed this under broken rules, but reading the manual, I couldn't find what the rule is supposed to be. It would be great if BGA could clarify what the rule is, or possible let the players choose between different rules.
In table 348712225, the tile bag was empty, and I was able to win the game by placing a number of tiles while the other player couldn't play and couldn't draw additional tiles. This makes me think that the rule is "the game doesn't end until all players pass".
In other games, the game suddenly ended two or three rounds after the bag was empty, even though not all players had passed. It was not clear to me what the condition was for ending the game. -

Report history
In fact, neither of us had any playable tiles left, but if that's why the game ended, there should be a message to say so.
- one of the players finishes all her tiles (finish at end of round), or
- there are no more tiles in the tile bag, and both players have passed (I can't find this in the rules, but I think this is the intent)
Here's the behavior I've observed so far:
- If the tile bag is empty, and there are no more playable tiles, the game ends. This is not a bug, it's a nice feature since both players would have to pass anyway, so it saves time. But there should be a message saying that there are no more playable tiles, otherwise it's confusing, especially because you can only see your own tiles and can't know whether the opponent still has playable tiles.
- I have observed that the game suddenly ends if the last tile is drawn and the player passes. This happens even if there are other playable tiles in the game, so I think this is a bug. (Game 356638896: I drew the last tile, which was not playable, but I had other playable tiles).
- Once we overcome the possible early end right after drawing the last tile, the game properly continues until both players pass or there are no more playable tiles. Again, I think it would be nice to have a log message that the game ended because both players passed.
It seems that whenever the last tile is drawn and not played, the game ends. I think that is a bug.
In game 364656677, my opponent didn't want to draw the last tile because she was aware of this "rule". She commented that she didn't want to draw the tile because she didn't want the game to end if it was unplayable.
If it is a feature and not a bug, I would like the option to turn it off.
In game 365086373, my opponent drew the last tile, passed, and the game didn't end. It ended when I passed after that.
This is just messed up, someone needs to fix it! Make it consistent, and add messages explaining why the game ended, please!
Bag empty, after passing a few times and my opponent almost catching up, the game decided to end. They probably could have played and caught up if they were allowed to play. This has been critical in other games but I don't have links for those. Wish we knew exactly what the criteria are.

Players who know about this can use it to their advantage.
