When the Level Up expansion is enabled, only the base characters (plus Panda) are available to be picked, even when Bonus Monsters is enabled. It would also be nice if you could pick the 2nd edition monsters (Cyberkitty and Penguin) alongside the normal characters when playing with the Dark Edition (and the other way round, you should be able to pick Cyber Bunny and Kraken when playing the base game if you want to enable the option). There's no rule reason I can see to not let that happen.
