I can understand why some people would want it to be private, but making it public actually forces players to write as if they were playing IRL. You can eavesdrop on the other team's conversation, and in fact you should. There's nothing on the rules against that.
Also, that enables some form of audit that the other team isn't cheating.
My suggestion is to make the being private or public an option on game creation. -

Report history
Just make the team chat public at the end of the game to show no cheating occured
Also, if Team A knows wat Team B thinks their words are, they can skew future clues to cause confusion. This is not intended in the game design, I think.
