It tried to get me to chose an opponent's world to take over which is another thing that can be done with Rebel Sneak attack in the same phase.

Report history
The language on the card led me to believe I could place a military world even if I would not have been able to normally (for example, placing a 6-cost military if I had only 3 military power). But that is not the case, you still have to be able to "pay" for it.
Indeed, I tried it with a legal placement and it worked.
