When comparing ranking of flushes, it seems to only consider the highest card and suit. I thought that only face value of highest card was compared, then next highest if tie. If both hands contain same face values, only then is suit compared.

Check the player aid to consult the hand rank used in BGA version.
Could you please clarify what "player aid" is? I did not see the particular chosen rule of comparing suit right after comparing the highest card specified in the settings of the game or under the "How to play?" section. According to the Wikipedia link under "How to play?", face values of each card should be compared first, before the suits.

Flush (also known as a flower or sama bunga in Malaysia): Any 5 cards of the same suit (but not in a sequence). Rank is determined by Face value of the cards (highest first, then each lower card in order). Suit (♠,♥,♣,♦), is used to break ties. In some popular variations, flushes are not permitted as a playable hand, and thus it is the lowest possible combination.
