There were two conservation cards out on the top of the board near the end of the game. I tried to play a new card, Large Animals, to the board using Strength 5 Association Action and it wasn't an option to play. Perhaps the older conservation cards need to be completely covered with cubes before they can be removed? This doesn't work for 2 player games if that is the case.
