Decoy; 8.3).
• Combat Phase – only to free up a counter to allow a ship
to be screened.
• During a retreat.
• Because of any of the following Resource Cards (28.0r):
SELF-D ESTRUCT , HEROIC SHIP , OVERLOAD WEAPONS ,
FORCED SYSTEM SHUTDOWN , or PLAY DEAD . -

I am not sure if the screening rule is enforceable, seems hard to make. The scrapping only on retreat seems reasonable.
