The interface blocked me to do some game action authorized by the rules
Detailed description
• Which was the game action you wanted to do?
I wanted to use my Reinforced Pens manipulation card, but not put all 5 fences in my park.• What do you try to do to trigger this game action?
The "confirm" button became blue (available) after I'd placed 1 fence. But when I pressed "confirm" I got an error message. I tried placing four fences and the same thing happened. I didn't want to place 5 fences because that would make some of my dinos rampage cuz of too small pens.
I also tried going to the City Center and picking the buy fences, and only places 1 or 2 of them, but there, too, it forced me to place all 3.• What happened when you try to do this (error message, game status bar message, ...)?
I got an error message telling me that I had not place the right number of fences.• What is your browser?

I googled to see if I was interpreting the rulebook wrong, and I found a post on BGG where the designer confirmed that you don't need to place all the fences.

The reason I wanted to play this card was because all the goat action spaces were taken, and I didn't have enough goats to feed my T-Rex, and I wanted the card so that I could ignore my next rampage.
If there was a "you must buy and place all 5 fences" rule attached to this card, the interface still should have let me "buy fences" at the City Center without buying and placing all 3 new fences. According to the thread, I should have been able to remove fences.

You are correct that you do not have to place all the fences for either the City Center action or the Reinforced Fences manipulation card. I tested with a copy of your game and, although the Uplink was full, I was able to go to the City Center and move a single fence without placing any additional fences. There is a confirmation box that opens to make sure you know you're not using all of the available fences, but it should allow you to do it once you confirm that.
I don't see any error logs for this action, so I'm not sure where it's breaking. Are you able to try the City Center action again and take a screenshot of the error so I can diagnose this further?
On the off-chance that it works correctly this time, I would recommend attempting to place fences where you would actually like them to go in the game, though. This looks like it would be your last turn of the game.

I'll try to take the City Center action in a different Dino game I'm playing (623229863) to see if the City Center in this game will allow less than 3 fences to be placed, and I'll post an update here after that (when my turn comes around again.)
It for sure didn't work in game 621862641, though, with the Reinforced Fences manipulation card. I tried about 8 times and kept getting a red error message.
